Some of the things I’ve seen on this forum indicate that the best way to configure wifi is via the web ui. I take this to mean that, at least once, the UDoo or R-Pi must be connected to a keyboard and monitor, right?
Otherwise, simply browsing to volumio on a separate device will not work. Is this correct?

there is no need to connect a keyboard to your RPi or Udoo running Volumio.
Volumio is headless, it means that you have to manage it from another device (computer, mobile).
This is indeed the best way to achieve wifi setting. You just need to make sure that your RPi or Udoo is connected with a wire to your network first to be able to access it via http://volumio
