I am trying to upgrade from version 2.129 to the most recent one - 2.225. It says that I need an interim upgrade (2.224) before it can upgrade to the latest. This upgrade says that it has been applied successfully and a restart is required. I restart and the system is still at 2.129. This happens every time I try to upgrade. what am I missing?

Had that same issue on the Pi 2B. Eventually flashed a new image.
