Can I connect HDMI monitor to my RPI4 and control volumio w/ mouse?

I want to do this:

1. Install volumio on RPI4
2. Connect monitor to RPI4
3. Connect mouse to RPI4
4. Play music WITHOUT using my phone or app running on an external device

Is it possible?

I hate using phone to play music, I want to use remote control to move mouse and play music.
